Restoration and redevelopment of
Crimble Mill and the wider mill estate
Site Context
The site is located in Crimble a small hamlet adjacent to the urban area of the town of Heywood in Rochdale.

The main access to the site is via Crimble Lane which connects from Rochdale Road East (A58). The road links to Rochdale which is 1km to the north east and Heywood which is 500m to the south west. The River Roch bisects the site. The mill and associated complex as well as various blocks of woodland lies to the north of the river, with the more open greenfield part of the site to the south. The river valley is relatively steeply sided adjacent to the mill and further upstream (east of the site) but is more open to the west.
The site is located within the Green Belt and outside of the defined urban area of Heywood. The majority of the site is allocated within the emerging Places for Everyone Plan. The draft allocation (JPA 21) identifies the site for residential development of up to 250 dwellings.

The site is heavily constrained and the most pertinent include:

Crimble Mill is a Grade II* listed building (List Entry No. 1187124), which is also on the national Heritage at Risk Register, and comprises a c.1829 water-powered cotton mill on the site of an 18th century fulling mill, on the north bank of the River Roch. There are 14 designated heritage assets outside the site boundary but within a 1km radius of the outer edge of the site.

The River Roch crosses the site and runs south of Crimble Mill and a thick belt of trees follows the course of the river through the site. Trees extend to surround Crimble Mill. Certain groups are protected by a series of tree preservation orders [TPOs].

The area of the Mill site adjacent to the river is located in Flood Zone 3 (‘high probability’ of river flooding in any one year) and Flood Zone 2 (‘medium probability’). The remainder of the site and the majority of the southern section of the site is in Flood Zone 1 (‘low probability’).

There are Public Right of Way [PRoW] along Crimble Lane, on the banks of the River Roch and along Millers Brook. Recreation rights of way as shown on the UDP Proposals Map cut through the site. The site is located within a Recreational Management Area.

The site lies across two Sites of Special Scientific Interest [SSSI] Impact Risk Zones for the Rochdale Canal SSSI and Special Area of Conservation [SAC], which is located approximately 1.8 kilometres south east of the site.

There are two Sites of Biological Importance [SBI] on or close to the site: Plumpton Wood SBI covers the north western corner of the site and extends north west beyond the site boundary; and Meadowcroft Woods SBI covers the north eastern corner of the site and extends north east beyond the site boundary. Meadowcroft by Heywood Cemetery, Queens Park Lake and Springfield Wood SBI are all within 1km of the site.
